Onto the links: I discovered there is actually a Fanfic 101 site. With "lectures" & stuff.
And--maybe everyone knew about this already but me?
comment_fic, a large LJ comm, has a ton of unanswered prompts on their Delicious account, categorized by fandom. The list of tag bundles (fantasy, RPF, etc.) is here.
As someone who owes a lot of her fic writing activity to comment fic, I think this is super! Plus, given how old some of the prompts are, probably any fill would be appreciated and it's not like you'd be posting very obviously at the top of a comm page or anything. So... possibly encouraging for people who are feeling a bit shy or writer's block-y, as there isn't a lot of commitment or even a lot of text required for a fill. There are a lot of fandoms listed, too.
